APRA has released a letter to potential Level 3 groups in response to concerns that practical constraints will prevent effective implementation of all elements of the Level 3 framework by 1 January 2014. APRA still proposes to respond to submissions and finalise prudential standards by this date, but the standards will not be fully effective until 1 January 2015.
