Professor Harper delivered the first of three keynote addresses, and provided an interesting insight into the philosophical approach taken in his review. He said that in aiming to achieve a set of recommendations that will benefit all Australians, his panel will be reviewing with an open mind the approximately 500 submissions it has received to date.
